A third typical case would be a system where there are consistently many processes in blocking state (b), the CPU wait (wa) times are high and I/O numbers (bi/bo) are consistently high. Such a system would be showing that I/O is your bottleneck, so increasing the CPU or the memory wouldn’t probably help.
